APS6-EL1 Intelligence Analysts (Artificial Intelligence and Critical Technologies)

Office of National Intelligence (ONI)
Canberra, ACT
Full Time / Permanent

The teams

ONI is seeking high performing APS6 and EL1 intelligence analysts to join our Artificial Intelligence and Critical Technology assessment teams.

The AI Assessments Branch has been newly established to lead ONI's intelligence assessment work on artificial Intelligence.

The Cyber and Critical Technology Analysis Branch leads ONI's intelligence assessment work on critical technologies and cyberspace.

Both branches are part of the Cyber and Critical Technology Intelligence Centre (CCTIC), a multi-agency initiative based within ONI. The CCTIC brings together expertise from across the National Intelligence Community (NIC) to deliver unique insights into the cyber and critical technology landscape.

The Centre's AI, cyber and technology assessments inform complex government decision-making through all-source intelligence analysis on international cyber and critical technology issues with political, strategic or economic significance for Australia.

The roles

In these roles, you will help senior decision-makers understand the implications of rapidly evolving technological developments for Australia's national interests.

Depending on your area of expertise, you will:

  • assess how the capabilities and adoption of AI are affecting societies, economies, militaries and international affairs; the risks and opportunities this presents for Australia; and how states and other actors are responding to AI developments.
  • assess developments across critical technologies, including quantum technologies, biotechnology, energy technologies, communications and space systems, and their implications for Australia's security and economic interests.
  • produce timely, rigorous and insightful intelligence assessments to support government decision-making.

Our ideal candidates will have relevant subject matter expertise and experience producing analysis, assessments, reporting, or advice on issues affecting the domestic and global AI, critical technologies or cyber ecosystems.

We value diverse professional backgrounds and are interested in candidates who can apply analytical rigour, sound judgement, and strategic thinking to complex issues. Your experience may have been developed through roles in intelligence, policy, strategy, regulation, international engagement, science and technology, or related functions within the Australian Government. Or you may have a relevant grounding from time spent in think tanks, academia, non-government organisations or the private sector.

Key attributes

Successful applicants will demonstrate the ability to:

  • research and assess how AI and critical technologies are affecting Australia's national security and prosperity.
  • use a suite of AI and data analysis tools to draw insights from data to rigorously inform your analysis.
  • work collaboratively in a team to produce intelligence products that provide timely and analytically defensible strategic insights for policy makers.
  • communicate complex and technical issues clearly to a range of audiences through written products, briefings and presentations.
  • contribute subject matter expertise to support ONI's National Intelligence Community coordination and intelligence diplomacy activities, including engagement with foreign partners.
  • build and maintain productive relationships with stakeholders across government, industry, academia and the NIC.
  • foster ONI's analytical principles and standards, and contribute to staff and analytical capability development.

An EL1 will have deeper and broader subject matter expertise than an APS 6, a stronger ability to lead initiatives and exercise astute decision making, management skills and a greater aptitude to help coordinate and collaborate with other NIC agencies.
